Global operations partner for recruitment businesses, Sapphire, has appointed Chris Bloor as Compliance Director to strengthen its governance and advisory capabilities as agencies navigate an increasingly regulated market.
Chris joins Sapphire with extensive experience spanning sales, operations, payroll and compliance, bringing a practical, commercially focused approach to compliance leadership. His appointment reflects Sapphire’s commitment to supporting recruitment agencies with a fully integrated, compliant and commercially focused solution that enables them to scale efficiently, reduce operational burden and manage workforce risk with confidence.
Having started his career in sales before moving into operations and payroll, Chris developed a broad understanding of the umbrella and accountancy sector before transitioning into compliance more than a decade ago. His experience has given him insight into the operational pressures agencies and clients face, as well as the growing importance of compliance as the sector enters a period of increased formal regulation.
At Sapphire, Chris will focus on strengthening governance frameworks, supporting agencies through legislative and regulatory change, and further positioning the business as a trusted global partner to the recruitment industry. He will also work closely with agencies to provide practical guidance around employment models, compliance and contractor solutions, particularly for SME recruiters without dedicated in-house compliance support.
“Sapphire stood out to me because of its reputation, its people and its long-term approach to supporting agencies,” says Bloor. “The business genuinely understands the challenges recruiters face and has built strong trust across the industry.
“Compliance should never simply act as a control function. When approached properly, it can strengthen relationships and improve operations to support business growth. Sapphire is in a strong position to help agencies navigate the significant regulatory changes ahead, and I’m excited to be part of a business that is helping shape the future direction of the sector.”
Mark Connor, Chief Executive Officer at Sapphire, commented: “Chris brings an incredibly well-rounded perspective to the business. His background means he understands both the commercial realities agencies face and the importance of robust governance as the market evolves.
“As the recruitment sector continues to adapt to regulatory change, Chris will play a key role in ensuring Sapphire remains a trusted partner for ambitious recruitment businesses looking to scale while maintaining control. His experience and relationship-led approach make him a fantastic addition to the leadership team.”
Sapphire provides integrated contractor solutions designed specifically for recruitment agencies, enabling them to scale their contractor workforce, streamline operations and navigate increasing regulatory complexity with confidence.
